IID Advances Large Load Tariff Following Public Input

At its Tuesday regular meeting, the Imperial Irrigation District Board of Directors will consider approval of a new tariff governing how the utility serves large electricity users, including data centers and other high-demand projects.

The proposal follows months of public review and comes as IID faces growing interest from large-load customers. When the draft tariff was released in May, the District had received nine proposals or inquiries at various stages of evaluation.

IID received 243 comments during the public review process, 239 from members of the public and four from industry stakeholders. The District reviewed that input before revising the proposal for Board consideration.

The tariff would apply to customers requesting at least 20 megawatts of electric demand and meeting an 80 percent minimum load factor.

At the center of the proposal is a requirement that large-load customers bear the costs and financial risks associated with serving their projects. Customers would be responsible for the infrastructure, power supply, and other improvements needed to provide service rather than shifting those costs to existing IID ratepayers.

The tariff would also establish a formal process for determining whether IID can reliably serve a project and what system improvements may be required.

IID determines whether electric service can be provided and under what conditions. Land-use, zoning, and siting decisions remain with cities and counties.

The proposal builds on principles adopted by the Board in December 2025, calling for ratepayer protection, reliability, and full cost recovery while allowing IID to support new economic development opportunities.
