Baja California Congress Approves Reform Targeting Economic and Property Violence Against Women

The Congress of Baja California approved a reform to strengthen legal recognition and penalties for economic and property-related violence against women by amending Article 6 of the state law, guaranteeing women a life free of violence.

The initiative, introduced by Ramón Vázquez Valadez, defines economic and property-related abuse as punishable forms of aggression that can occur in family and workplace environments. Lawmakers said the amendment seeks to increase visibility of practices that limit women’s financial autonomy and, in many cases, have previously gone unaddressed under existing legal definitions.

According to legislative documents, economic violence includes actions that restrict or prevent women from accessing financial resources, paid employment, or independent income. The reform also identifies conduct such as prohibiting a partner from working, conditioning employment opportunities, or requiring unpaid labor in family businesses as forms of abuse subject to sanction.

Supporters of the measure said these practices undermine women’s ability to build employment histories, access social benefits, and achieve financial independence. They also argued that economic coercion can have long-term consequences for women’s participation in public and economic life.

During the legislative session in Mexicali, lawmakers described violence against women as a widespread human rights issue with physical, psychological, and economic impacts. They said the reform aligns state law with broader standards that recognize financial control and deprivation as forms of gender-based violence.

The amendment forms part of the legal framework intended to protect women’s rights across Baja California. State legislators said the measure aims to strengthen enforcement mechanisms and advance policies that promote equality and protect against financial exploitation.
