Mayor Ismael Burgueño Launches Security Sub-Strategy with Multi-Agency Operation in Tijuana

Tijuana Mayor Ismael Burgueño Ruiz formally launched the operational phase of the Sub-Strategy of Citizen Security Committees, an initiative involving security forces from federal, state, and municipal levels to strengthen crime prevention efforts across the city.

The operation brings together the Tijuana Municipal Police, the Secretariat of National Defense (SEDENA), the National Guard, the Mexican Navy, and the State Security Force, among others. Burgueño said the joint effort sends a message of unity and reinforces public confidence in government institutions.

The mayor expressed gratitude to President Claudia Sheinbaum Pardo, crediting her leadership and support as key to reducing insecurity in Tijuana and Baja California. As part of the initiative, residents will be involved in evaluating police district chiefs to assess their performance. Burgueño emphasized that district commanders who fail to meet expectations will be replaced.

Municipal Secretary of Security and Citizen Protection, José Alejandro Avilés Amezcua, explained that the sub-strategy began in Tijuana’s downtown area and will gradually extend to all police districts. The plan includes workshops, training, community engagement, and crime prevention activities, focusing on addressing root causes and improving interagency coordination.

Officials attending the event included Municipal Secretary of Government Arnulfo Guerrero León; Colonel José Guadalupe Gómez Salado of the Second Military Zone; Rear Admiral Juan Carlos Vera Jiménez of the Second Naval Region; Colonel José Francisco González Hernández of the National Guard; and Ismael García García, operational coordinator for the Northwest-Pacific deployment of Mexico’s Secretariat of Security.

Also present were City Councilman Ranier Falcón, chair of the Security and Civil Protection Commission; Civil Protection Director José Luis Jiménez González; Fire Department Director Rafael Carrillo; Federal Deputy Araceli Brown Figueredo; as well as city council members, committee representatives, and other officials.
