
Baja California Tightens Animal Protection Laws

The government of Marina del Pilar Ávila Olmeda has introduced new laws and programs aimed at improving how animals are protected in Baja California, including tougher punishments for abuse and more tools for authorities to act on cases.
Under the updated laws, people found guilty of animal cruelty can face between one and eight years in prison, depending on the seriousness of the case. The law now also considers abandonment and neglect, such as failing to properly feed an animal, as crimes. Authorities can investigate and prosecute these cases even if no formal complaint is filed.
The state is also working to better enforce these laws. A specialized prosecutor’s office focused on crimes against animals and the environment has expanded its work to improve investigations and bring more cases to court. A new State Registry of Animal Abusers has also been created to keep track of offenders.
To better coordinate efforts, the state established an Animal Law and Welfare Directorate, which works with local governments and animal welfare groups to respond to cases and promote prevention.
In Mexicali, the Mily Sanctuary provides care for animals that have been abused or neglected. The facility includes medical equipment for surgeries, X-rays, and lab testing, and helps place recovered dogs and cats into new homes through adoption programs.
Lawmakers have also updated the state constitution to recognize animals as beings that deserve special legal protection, giving them stronger standing under the law.
In Ensenada, officials have replaced horse-drawn carriages with electric vehicles, a move aimed at reducing practices seen as harmful to animals while offering alternative work options for those affected.
The changes are part of a broader effort to promote responsible treatment of animals and improve how cases of abuse are handled. They noted that continued enforcement and cooperation with community groups will be important to ensure the measures are effective.
