Baja California Gov. Marina del Pilar Ávila Olmeda inaugurated a new operational base for the State Citizen Security Force (FESC) in La Rumorosa on Friday, a project state officials said is intended to expand law enforcement presence and improve emergency response in the mountainous corridor east of Tecate.
Authorities said the project required an investment of 3.5 million pesos and involved the rehabilitation and adaptation of a two-story building designed to support permanent operations in the area. La Rumorosa is a key transit route connecting the Mexicali and Tijuana regions and is used daily by commercial transport and private motorists.
Ávila Olmeda said the facility is part of a broader public safety strategy aimed at strengthening infrastructure and coordination among security agencies across the state.
“Public security requires ongoing preparation, coordination, and daily work,” the governor said during the opening ceremony. “Each infrastructure project represents an additional tool to carry out that responsibility.”
State officials said the base is the first in a series of planned installations intended to expand operational capacity in priority regions. Additional facilities are projected for San Quintín, San Felipe, and Valle de Guadalupe.
Laureano Carrillo Rodríguez, Baja California’s secretary of public security, said the base will be operated by the Proteo 4-25 unit, a 50-member specialized group assigned to patrol and respond to incidents in the surrounding area. He said the project was developed in coordination with Mexico’s National Defense Secretariat, the Office of the Federal Attorney General, the Baja California State Prosecutor’s Office, and municipal police authorities.
Carrillo Rodríguez said the facility is intended to support joint operations, strengthen surveillance, and improve response times to emergency calls in La Rumorosa and nearby communities.
Arturo Espinoza Jaramillo, secretary of infrastructure, urban development, and territorial planning, said the construction work focused on rehabilitating an existing structure to meet operational requirements. The facility includes a reception area, operations room, meeting space, infirmary, kitchen, dormitories, restrooms, and holding cells, according to state officials.
Espinoza Jaramillo said the upgraded infrastructure is designed to provide functional workspaces for security personnel and enhance logistical capacity for patrol and response activities.
Resident Patricia Gómez, who attended the event as a community representative, said the installation of a permanent security presence is expected to increase public safety and improve residents’ sense of security in the region.
State authorities did not provide data on crime trends specific to La Rumorosa but described the area as strategically important due to its geographic location and traffic volume.
Officials said the base is now operational.
