Mayor Norma Bustamante Outlines First Year in Office with Focus on Five Pillars of Development

Mexicali Mayor Norma Bustamante delivered her first annual report Friday under the 25th City Council, highlighting her administration’s efforts during the past year and presenting the guiding principles of her government.

Bustamante said her administration has looked to advance transparency, accountability and citizen engagement while addressing social, economic and public safety challenges in the city. Although this was her first report as part of the current City Council, she noted it was the fourth consecutive year she has provided results to residents, a practice she said reinforces her commitment to accountability following her reelection.

The mayor presented her administration’s work under five central pillars included in Mexicali’s Municipal Development Plan. The first, Well-being for All, emphasizes social programs and aid efforts aimed at promoting equity and addressing the needs of vulnerable populations. The second, Safe and Peaceful Mexicali, focuses on security measures and strategies designed to strengthen public safety and improve trust in law enforcement. The third, Mexicali Grows, prioritizes infrastructure development and projects to improve mobility, urban services, and sustainable growth. The fourth, Govern to Serve, seeks to reinforce transparent and responsive governance, ensuring closer ties between City Hall and the public. The fifth, Equality and Inclusion, underscores the importance of creating a municipality where opportunities are accessible to all residents.

Bustamante said her administration has worked to meet established goals, overcome challenges and continue what she described as the “transformation” of the city. She framed the first year as a period of laying groundwork for long-term projects that will improve quality of life for residents.

In the coming days, Bustamante announced she will visit local communities, civic organizations, and media outlets to provide more detailed information about her administration’s results. She said those engagements will also serve as an opportunity to hear feedback directly from residents about the city’s needs and priorities.

Bustamante concluded by noting that her leadership is part of what she described as a broader effort in Mexico to build on national political changes but emphasized that her primary focus remains addressing local concerns and advancing Mexicali’s development through her administration’s five-pillar plan.
