Governor Newsom Delivers 2025 State of the State on California’s 175th Anniversary

Governor Gavin Newsom delivered his 2025 State of the State address to the California Legislature on Sept. 9, marking the 175th anniversary of the state’s admission to the Union. In his letter and speech, Newsom highlighted California’s economic growth, resilience in the face of natural disasters, and leadership in education, technology, and environmental policy.

“The state of the state is strong, fully committed to defending democracy, and resolved to never bend,” Newsom wrote, framing his address around the theme of California as a defender of democratic values and a hub of innovation, powered by its diverse population.

Newsom recounted the state’s response to early-year natural disasters, including hurricane-force winds that swept through Los Angeles in January, causing widespread damage. He praised firefighters, law enforcement personnel, and other first responders for saving lives and assisting communities in Altadena, Pacific Palisades, and Malibu. He also highlighted federal, state, and local collaboration, including executive orders to streamline permits and expedite rebuilding.

The governor criticized federal actions, alleging attempts to undermine California’s economy, education, and public institutions. “California has resisted this dangerous and un-American assault on our values,” Newsom wrote, citing 41 lawsuits filed by the state to challenge federal policies that could raise prices, force layoffs, or disrupt public services. He pointed to the deployment of National Guard and U.S. Marines in Los Angeles as an example of what he called “an attempt to scare us into submission,” adding that California is committed to protecting residents and institutions such as UCLA.

Newsom emphasized the state’s economic and educational initiatives, including universal transitional kindergarten for four-year-olds, college and career savings accounts from birth, tuition-free community college for first-time students, expanded access to career technical education, and paid internships at the University of California, California State University, and community colleges. He highlighted efforts to prepare students for fields including education, healthcare, and green energy, noting programs that integrate apprenticeships and earn-and-learn opportunities to serve more than 500,000 individuals by 2029.

Innovation and environmental leadership were central to the address. Newsom cited California’s $4.1 trillion economy, leadership in startups, AI companies, space technology, and green innovation, as well as the expansion of zero-emission vehicles and clean electricity programs. Investments in high-speed rail, electrified transit systems, and climate-focused jobs initiatives were also highlighted.

Housing and affordability received significant attention. Newsom outlined reforms to accelerate homebuilding, investments in affordable housing, childcare expansion, Paid Family Leave, and initiatives to reduce drug costs. He underscored California’s commitment to ensuring access to basic services and economic opportunity for all residents.

Newsom concluded his address by reflecting on California’s history of resilience and innovation. “Each time, we have created our own light and forged our own path toward a better place,” he wrote. “We will emerge stronger, smarter, and more unified.”
