Eligio Valencia López Assumes Presidency of Baja California State Congress Board

State Assemblyman Eligio Valencia López assumed the presidency of the Board of Directors of the Baja California State Assembly, beginning his term overseeing legislative proceedings during the First Ordinary Session of the Third Constitutional Year of the XXV Legislature.
According to the Baja California State Assembly, the new Board of Directors will oversee legislative work under principles of dialogue, consensus-building and institutional strengthening during the current legislative period, which runs from Aug. 1 through Nov. 30.
Valencia, who has served as a state lawmaker during the current legislative session, said he will conduct parliamentary proceedings with impartiality, respect for political plurality and openness to dialogue while seeking agreements among the Legislature’s different parliamentary groups.
“The Assembly finds its greatest strength in plurality and in the ability to build agreements. I assume this responsibility with respect, openness and the conviction that, when dialogue prevails, Baja California moves forward,” Valencia said in a statement released by the Legislature.
The Assembly said Valencia has promoted several legislative initiatives during his tenure as a deputy, including a reform governing parking services that was approved by lawmakers. According to the Legislature, the measure is intended to strengthen protections for users, provide greater legal certainty and establish improved conditions for the operation of parking facilities.
Legislative officials said the presidency of the Board of Directors is responsible for ensuring the orderly conduct of legislative business, maintaining respect among the Legislature’s parliamentary groups and supporting transparency and institutional operations throughout the session.
During the installation session, lawmakers were informed of an agreement establishing the legislative calendar for the First Ordinary Session of the Third Constitutional Year of the XXV Legislature.
Under the approved schedule, regular sessions will begin at 10 a.m. on Aug. 1, 13, 16 and 27; Sept. 10 and 24; Oct. 8 and 22; and Nov. 5, 26 and 30. The Nov. 26 and Nov. 30 meetings are scheduled as the preliminary and closing sessions of the legislative period, respectively.
The First Ordinary Session covers the period from Aug. 1 through Nov. 30 as lawmakers consider legislation and other matters before the Baja California State Assembly.
