Baja California Highlights Policy, Investment, and Social Programs After Four Years of Governance Under Marina del Pilar

As Governor Marina del Pilar Ávila Olmeda celebrates her fourth year in office, Baja California stands out as a model of progress and social transformation. According to her Fourth State of the State Report, the state has achieved historic milestones in reducing poverty, boosting economic development, investing in infrastructure, improving security, and expanding social programs that directly benefit families across the region.

What distinguishes this administration, the governor emphasized, is its collaborative approach with the federal government, now led by President Claudia Sheinbaum Pardo. Both leaders share a vision of social justice, equality, and inclusive development that has allowed Baja California to advance hand in hand with the nation’s priorities. “The progress we see today is the result of working with heart and coordination,” Ávila Olmeda stated. “For me, governing Baja California means being close to the people—listening, responding, and making decisions that improve lives.”

Historic Reduction in Poverty

One of the most remarkable achievements highlighted in the report is the reduction of poverty and inequality. Between 2021 and 2024, an estimated 478,300 residents in Baja California overcame conditions of poverty, making it the state with the lowest poverty rate in Mexico. This transformation, the governor said, reflects not only economic growth but also expanded access to basic services, education, and employment opportunities.

The state’s policies have prioritized direct social investment, particularly for vulnerable groups, ensuring that prosperity is shared more broadly across the population.

Economic Strength and Investment

Economically, Baja California now ranks among the five most prosperous states in the country and fourth in household income nationwide. Over the past four years, the region has attracted $1.57 billion in foreign direct investment, particularly in semiconductors, medical devices, and the aerospace industry. These sectors have generated thousands of well-paid jobs and positioned the state as a strategic hub for advanced manufacturing and innovation.

In parallel, public investment reached an unprecedented 23.2 billion pesos between 2022 and 2025. This record allocation has funded vital infrastructure projects such as potable water systems, schools, housing, and roads that have revitalized neighborhoods and rural communities alike. “We have built a Baja California that grows from the ground up—where every investment translates into better living conditions,” the governor said.

Improved Security and Transparency

The report also highlights significant progress in public safety. From September 2024 to September 2025, intentional homicides dropped by 36%, marking one of the largest reductions in the state’s history. Likewise, robberies targeting homes, businesses, and pedestrians decreased by more than 40%.

These results stem from coordinated efforts between state, federal, and municipal forces. Joint operations have led to the seizure of 33 tons of drugs and numerous firearms, weakening criminal networks and strengthening territorial control.

Transparency and accountability have also been key pillars of this administration. Legal actions were pursued in 18 corruption-related cases, representing 625 million pesos in public funds, of which 172 million pesos were successfully recovered. Citizen oversight committees were established to ensure that resources are managed responsibly and that residents play an active role in monitoring government performance.

Social Inclusion and Gender Equality

The Ávila administration has redefined social policy by placing well-being and equality at the center of governance. From 2022 to 2025, the state invested 12.9 billion pesos in social programs—seven times more than in 2021. These resources have supported more than two million residents, particularly women, children, and seniors, through initiatives in education, food assistance, housing, transportation, and economic empowerment.

The creation of the State Women’s Secretariat, the launch of the Violet System, and the introduction of Transporte Violeta—which has provided over 10 million safe rides for women—underscore the government’s commitment to gender equality. The Violet Card program now benefits 100,000 women heads of household, helping many complete their education and gain financial independence.

A Vision of Strength and Hope

Governor Marina del Pilar concluded her address with a message of gratitude and resolve: “No challenge is greater than the love I feel for the people of Baja California. Their strength inspires me to keep moving forward. My commitment remains firm—to lead an honest government that delivers results and keeps building a stronger, fairer, and more prosperous state for all.”

After four years in office, the achievements outlined in her report illustrate a government that combines social conscience, economic vision, and transparency, positioning Baja California as a national example of how inclusive leadership can transform realities and inspire lasting progress.
