Baja California Among the States with the Lowest Labor Informality Rates in Mexico

Baja California ranks among the three Mexican states with the lowest levels of informal employment, according to national labor data cited by state officials, reflecting what authorities describe as continued growth in formal job creation and investment activity in the region.

Governor Marina del Pilar Ávila Olmeda said Sunday that the state’s labor indicators show progress in strengthening economic conditions, increasing business formalization, and expanding access to social security benefits for workers. She said the results reflect coordinated efforts between the government, the private sector, and productive industries aimed at promoting stable employment.

Data from the National Institute of Statistics and Geography, known as INEGI, places Baja California in the top three states nationally with the lowest rates of informal employment. Informal employment generally refers to work arrangements that lack access to legal protections, including social security enrollment, regulated contracts, and formal tax registration.

State officials attributed the ranking to Baja California’s export-driven economy, its geographic position along the U.S.-Mexico border, and continued investment in manufacturing and services. They also highlighted the role of small and medium-sized enterprises in expanding formal job opportunities across urban and industrial sectors.

Ávila Olmeda said the state government has pursued policies intended to encourage business registration and improve labor conditions, including support programs for employers and initiatives designed to strengthen workforce participation in the formal economy.

She added that maintaining and improving these indicators remains a priority for her administration, particularly as the state seeks to attract additional domestic and foreign investment.

Officials said the broader goal is to sustain economic growth while ensuring that more workers gain access to benefits associated with formal employment, including healthcare coverage and retirement contributions.
