Baja California Legislature Urges Timely Payment of Civic Obligations Without Administrative Conditions

The Baja California state congress called on state and municipal authorities to ensure residents can make timely payments on primary civic obligations, such as vehicle registration and property taxes, without administrative conditions that could trigger additional fines or surcharges.

During a plenary session, legislator Diego Echevarría Ibarra said that some revenue systems block payment of current procedures when ancillary debts exist, such as fines for other vehicles or administrative penalties. He said this practice affects household finances and reduces the immediate public revenue that authorities could collect, creating unnecessary complications for families.

Lawmakers urged the head of the state Finance Secretariat, José Andrés Pulido Saavedra, to instruct revenue offices to allow payment of vehicle registration cards even if debts linked to other vehicles are recorded. Separately, the congress called on Mexicali Mayor Norma Alicia Bustamante Martínez to ensure property tax payments are not conditioned on the prior settlement of administrative fines associated with a residence.

The resolution also proposes that both state and municipal authorities establish clear, accessible service windows for the clarification or challenge of historical debts. Authorities would conduct administrative reviews to remove expired fines and credits, helping residents avoid unwarranted charges and preserving discounts for timely payments.

Lawmakers said the measure, presented in the XXV Legislature, received unanimous support from all deputies and was later expanded to include all municipalities across the state. Echevarría said the aim is to allow residents to pay their principal obligations on time while addressing fines separately, preventing penalties from affecting household budgets and ensuring fair treatment in the administration of civic obligations.
