Baja California Governor Voices Support for National Justice Strategy

Federal authorities presented a national strategy aimed at strengthening Mexico’s justice system through 2029, outlining a series of institutional reforms to improve coordination, efficiency, and access to justice.

The plan, introduced by Ernestina Godoy Ramos, head of Mexico’s Attorney General’s Office, is part of a broader effort aligned with the administration of President Claudia Sheinbaum Pardo to modernize the country’s prosecutorial framework and reinforce the rule of law.

Baja California Gov. Marina del Pilar Avila Olmeda attended the presentation in Mexico City and expressed support for the initiative, stating that her administration is prepared to collaborate with federal authorities in its implementation.

The 2026–2029 Strategic Plan for Justice Procurement outlines a restructuring of the federal prosecutorial system designed to address longstanding challenges, including case backlogs, administrative inefficiencies, and gaps in coordination between federal and state institutions.

According to Godoy Ramos, the plan is built on an institutional reengineering approach intended to transform the Attorney General’s Office into a more modern and effective body. The strategy emphasizes the use of scientific and multidisciplinary investigative methods, alongside strengthened cooperation with local prosecutors’ offices and other public institutions.

The plan prioritizes guaranteeing effective access to justice, protecting victims, and reducing impunity. It also incorporates gender parity as a guiding principle and calls for enhanced collaboration across different levels of government.

As part of the proposed changes, the Attorney General’s Office would undergo an internal restructuring to eliminate function duplication, streamline administrative processes, and reallocate resources to operational areas, particularly criminal investigations and victim assistance services.

Authorities said the reforms are intended to improve the responsiveness and transparency of the justice system, while ensuring that legal processes are carried out with greater efficiency and accountability.

Godoy Ramos said the initiative seeks to strengthen public trust in institutions by promoting a prosecutorial model that is more responsive to citizens’ needs and grounded in principles of integrity and public service.

State participation is expected to play a key role in the plan’s implementation. In Baja California, officials said the strategy could help reinforce local prosecutorial institutions, improve coordination with federal authorities, and expand access to justice services.

The presentation of the plan comes as Mexico continues efforts to address systemic challenges within its justice system, including high levels of impunity and public concerns over the effectiveness of law enforcement and prosecutorial agencies.

Federal and state authorities indicated that ongoing collaboration will be essential to achieving the plan’s objectives over the next several years.
