Tijuana Mayor Ismael Burgueño Ruiz has signed a cooperation agreement with the United Nations Refugee Agency (UNHCR) to enhance support services for refugees, asylum seekers, and internally displaced persons residing in the city.
The agreement aims to expand the municipal government’s capacity to provide humanitarian aid, legal assistance, and social integration mechanisms for people in situations of mobility. It represents a strategic partnership that reinforces the city’s commitment to human rights and inclusive community-building.
Mayor Burgueño emphasized that addressing migration with a humanitarian and collaborative approach is a core priority of his administration. “Only by working together can we ensure comprehensive and efficient attention to the ongoing migration phenomenon and create dignified living conditions for those integrating into Tijuana society,” he said.
Diana Ortiz Villacorta Ramírez, Director of Municipal Migrant Services, highlighted the importance of this partnership. “Supporting those most in need is not only an act of justice—it’s an investment in Tijuana’s social fabric. We deeply thank UNHCR for this collaboration and reaffirm our commitment to building a city of opportunity for all.”
The agreement also lays the groundwork for the implementation of the “Ciudades Solidarias” (Solidarity Cities) program, which seeks to strengthen bonds between the local community and mobile populations, recognizing their resilience and contributions to Tijuana.
Giovanni Lepri, UNHCR’s Representative in Mexico, expressed appreciation to Mayor Burgueño for formalizing the partnership. “This agreement helps ensure that Tijuana remains a place of possibilities for both Mexicans and foreigners,” he said.
Also in attendance were Dagmara Mejía, head of UNHCR’s Baja California office; Benjamín de Barros, head of the Monterrey sub-office and regional coordinator; Valentina Duque and Belén Barrera, Protection Officers; and René Argüelles, Associate for Durable Solutions.
