The Imperial County Board of Supervisors approved a three-year renewal of the Memorandum of Understanding (MOU) between Imperial County Behavioral Health Services (ICBHS) and Brawley Union High School District (BUHSD) at their June 11 meeting. Effective from July 1, 2023, to June 30, 2026, this agreement aims to enhance access to mental health services for students and families in the district.
The renewal of this MOU signifies the continuation of a vital partnership initially established to address the mental health needs within the school community. The BUHSD Family Resource Center will serve as the focal point for these services, providing a safe and accessible location for students and families to receive necessary support.
The MOU was reviewed and approved by County Counsel, ensuring all legal and procedural standards are met. This agreement has no fiscal impact on the County General Fund, as there are no associated costs with its implementation.
The initial MOU between ICBHS and BUHSD, which included collaboration with Westmorland Elementary School District, was in place from 2020 to 2023. The renewal seeks to build on the successes of the previous agreement by continuing to offer specialized mental health services at the Brawley Union High School Family Resource Center.
The primary goal of the MOU is to provide comprehensive mental health services, including early prevention, assessment, referrals, and ongoing support for students and their families. These services can be accessed through school referrals, parental inquiries, agency referrals, or on a walk-in basis.
Under the agreement, BUHSD commits to several responsibilities, including facilitating confidential appointments and communication with ICBHS staff, ensuring students’ awareness of available services and timely referrals, and providing necessary facilities maintenance and administrative support.
ICBHS, in turn, will conduct timely clinical assessments, assign qualified medical and support staff to the Family Resource Center, offer regular counseling sessions and case management services, handle financial eligibility determinations and billing processes, and maintain confidentiality and compliance with HIPAA standards.

The partnership aligns with BUHSD’s mission to develop the strengths of children and families, providing them with the tools to become active participants and leaders within the community. This initiative is expected to positively impact not only the students but also the broader communities of Brawley and Westmorland.
The MOU stipulates that any modifications or amendments must be in writing and mutually agreed upon by both parties. Additionally, either party may terminate the agreement with a 30-day written notice.
