Imperial County has long been a place of resilience, innovation, and hard work. With the unveiling of the Draft Lithium Valley Specific Plan (LVSP), county leaders, industry stakeholders, and community representatives are unlocking new opportunities for residents, businesses and entrepreneurs to invest, grow, and thrive in this region. With its unique land use map, this plan creates a framework for a vertically integrated energy, lithium, and manufacturing ecosystem, unlike any in the world.
The Draft LVSP proposes pre-zoned land uses over approximately 51,000 acres in the Northend area of Imperial Valley, near the Salton Sea. These land uses include green industrial, playas renewables, manufacturing, community opportunity areas, logistics, playas restoration, conservation, solar, interim agriculture, a conceptual rail hub, as well as transportation corridors. This unique framework was developed over a two-and-a-half-year timeframe with input from community, industry, stakeholders, and state and federal agencies.
Lithium Valley aims to lead the way toward energy independence, a domestic supply of critical minerals, and a reduction in global emissions, by harnessing Imperial County’s geothermal and other natural resources. Through collaboration, Lithium Valley increases economic opportunity, enhances infrastructure, and creates lasting benefits for the community.

With the demand for lithium rising, due to its critical role in grid security and electric vehicle batteries, Lithium Valley is positioning Imperial County as a global leader in clean energy solutions. The LVSP not only supports responsible lithium development but also diversifies the economy, attracting advanced manufacturing, renewable energy companies, battery technology, recycling, and future innovation that will drive long-term economic growth.
The LVSP prioritizes local workforce development, ensuring residents have access to high-paying jobs in clean energy, engineering, technology, and additional roles in Lithium Valley. Partnerships with Imperial Valley College, San Diego State University, labor unions, and industry leaders will expand apprenticeships, STEM education, and career pathways, empowering the local workforce for generations.
