The U.S. General Services Administration (GSA) has awarded a contract to AECOM Technical Services, Inc., to provide construction management services for the final phase of the Calexico West Land Port of Entry’s modernization and expansion project. The $6,031,404.02 contract, granted to the Los Angeles-based firm, will oversee key aspects of the project, including the installation of a temporary pedestrian inspection facility on Heffernan Avenue, the demolition of the existing pedestrian building, and the construction of new permanent facilities.
This vital infrastructure project is funded by the Bipartisan Infrastructure Law and the Inflation Reduction Act. The modernization and expansion of the Calexico West Land Port of Entry, one of the busiest U.S.-Mexico border crossings, will increase capacity while strengthening security and improving efficiency. The Bipartisan Infrastructure Law allocates $3.4 billion for the GSA to modernize land ports of entry across the U.S.-Mexico and U.S.-Canada borders, which aims to boost commerce, enhance security, create jobs, and incorporate sustainability features.
GSA Pacific Rim Regional Administrator Sukhee Kang emphasized the importance of the project: “Awarding this construction management services contract brings the Calexico West LPOE project closer to fruition and underscores GSA’s commitment to building state-of-the-art, sustainable infrastructure that meets the demands of today’s trade and travel.” The project will also create jobs and promote a resilient, sustainable future by utilizing investments from both the Bipartisan Infrastructure Law and the Inflation Reduction Act.
Construction is expected to begin in the summer of 2025, with completion slated for winter 2028. The Inflation Reduction Act provides an additional $3.4 billion to GSA, aimed at promoting the use of low-carbon construction materials and improving federal facilities’ sustainability. These efforts will help GSA achieve net-zero emissions by 2045 and potentially reduce operational carbon emissions by over 2 million metric tons, equivalent to removing 500,000 gasoline-powered vehicles from the road for one year.
The project is part of GSA’s broader initiative to modernize federal infrastructure, leveraging technology, sustainability, and job creation to enhance government operations and benefit the public.
