MEXICALI, BC- Saturday, January 26, 2019.- At the proposal and approval of the State Congress of the Tax Incentive and Artistic Creation Act for Baja California, Governor Francisco Vega de Lamadrid, supports the regulation of the promotion, development and financing of cultural and artistic projects by the private sector, through the figure of patronage.
Through the General Secretary of Government, the state Governor joins in the actions to regulate this sector, when fully or partially financed by a non-profit individual or corporation, research, creation, production, development or execution of artistic or cultural projects, in exchange for an incentive in the exemption of Taxes on Remuneration to Personal Work, under the terms and conditions established by law.
Additionally, the human rights of all people are promoted to the access to culture, cultural management, cultural expression, artistic and creative vocation in Baja California, active competition between the private sector, the artistic community and government through the principle of collaboration, and the implementation of transversal public policies on art and culture.
It also establishes that the disciplines subject to financing through patronage are: literature, music, drama, dance, pictorial or drawing, sculptural and plastic character, cartoon and comics, architectural, digital art, film script, photography, compilations, collections of works such as encyclopedias or anthologies; restoration and maintenance of public goods with historical and cultural value; and promotion and dissemination through exhibitions, forums and presentations.
Likewise, it is specified that the authorities in charge of applying this law are the State Executive, through the Institute of Culture of Baja California; and the Secretary of Planning and Finance of the State Government.
To do this, the Institute of Culture of Baja California, will have a Technical Ruling Committee, which will serve as an auxiliary body for the evaluation of cultural and artistic projects subject to funding contest through patronage; and will be integrated by specialists in each of the disciplines indicated in this law, which will be appointed by the Director of the Institute of Culture, positions that will be honorary and will not receive any pay or compensation.
The decree was signed by the Governor Francisco Vega de Lamadrid, and by the General Secretary of Government, Francisco Rueda Gómez.
