Not in a national broadcast as we were once obliged, but now freely transmitted by the media, the event of the virtual president-elect of Mexico, Claudia Sheinbaum Pardo, was held the previous evening to announce the first six members of her cabinet – three women and three men. It is noteworthy that, except for those opposed to the Fourth Transformation, the majority of society is satisfied with these initial appointments with which she will work to govern the country starting October 1.
Here are the first appointments: Rosaura Ruiz Gutiérrez in the newly created Secretariat of Science, Humanities, Technology, and Innovation (SCHTI); Marcelo Ebrard Casaubon in the Secretariat of Economy (SE); Juan Ramón de la Fuente in the Secretariat of Foreign Affairs (SER); Alicia Bárcena Ibarra in the Secretariat of Environment and Natural Resources (SEMARNAT); Julio Berdegué Sacristán in the Secretariat of Agriculture and Rural Development; and Ernestina Godoy as head of the Legal Counsel of the Presidency.
Before addressing the political or technical portfolios, we will first refer to the substantive one, the newly created Secretariat of Science, Humanities, Technology, and Innovation, which will be headed by the prestigious scientist Rosaura Ruiz Gutiérrez.
With this decision, the National Council of Humanities, Sciences, and Technology (CONAHCYT), which had become a brotherhood of pseudo-intellectuals accused of distributing the assigned budget among themselves, is effectively dissolved.
If there is a woman of scientific relevance and intellectual honesty in our country, it is Dr. Rosaura Ruiz Gutiérrez, whom we began to admire from her journalistic articles that always sparked our interest with her implicit wisdom.
Rosaura Ruiz Gutiérrez, as highlighted by the President-Elect herself, has a solid academic background in biology from the National Autonomous University of Mexico (UNAM) and extensive experience in educational and scientific management both nationally and internationally.
Additionally, she completed a postdoctoral fellowship at the University of California, Irvine, and has been a visiting professor at that institution as well as at the University of the Basque Country. She has published over 70 research, teaching, and dissemination articles, 39 book chapters, and coordinated or directed 44 books, being part of the editorial committee. She was the first woman to preside over the Mexican Academy of Sciences.
She is a career professor and tutor in the graduate programs in Biological Sciences, Philosophy, Pedagogy, and Philosophy of Science. She has served as head of the General Directorate of Graduate Studies (2000-2003), the Secretariat of Institutional Development (2004-2010), and the Directorate of the Faculty of Sciences (2010-2017).
Ruiz Gutiérrez, with a solid academic background in biology from UNAM and extensive experience in educational and scientific management in Mexico City, will also lead the national universities Rosario Castellanos and the University of Health.
She studied her Bachelor’s, Master’s, and Doctorate in Biology at the Faculty of Sciences of the National Autonomous University of Mexico (UNAM). TO BE CONTINUED.
